QQ had this ability to take arbitrary screen shots of anywhere on the display since at least 2010 or so. Alibaba Trade Manager too. But it's not innovation until Microsoft bungles it.
No it's just a stupid article. The screenshot tool has been "improved" with continuous changes with every single release of Windows. This article is like saying "Windows 10 finally gets a new build number".

I hear they're going to change the calculator back so you don't have to hit enter twice to get a total.
But they have already "improved" the windows UI, privacy and stability. Now they must find new areas to work on. Otherwise the great leaders and their legions of designers would get unemployed. Perhaps they will now start improving "Character map" or "Microsoft Fax"?

Noone is claiming this is some huge innovative breakthrough. It's just a new app.
